The race to meet the target stems from a 2015 federal lawsuit brought by Save the Sound that accused Westchester County and 11 municipalities of violating the 1972 U.S. Clean Water Act.  
Crew from Arturo have worked 12- and 13-hour days with no time off to get the Y back up and running.
