City Council, Boards and Commissions to Meet Off-Site in April as Work Continues on City Hall HVAC System

Rye City Council meetings will be held at alternate locations in April, and the city clerk, finance, and personnel offices will temporarily operate remotely beginning Monday, due to demolition and construction activities associated with the City Hall HVAC modernization project.

The April 15 council meeting will take place at the Square House, hosting the city’s annual historic meeting earlier than usual, Mayor Josh Nathan said. The April 29 meeting will be held at The Osborn, where the mayor will deliver the State of the City address.

“In April, this building won’t be available to us, because the HVAC system is being fixed,” Nathan said at the latest City Council meeting. “So if you’re freezing today and you were sweating last time, well, come May, it might be better.”

All Board and Commission meetings will be held on the second floor of the Locust Ave. firehouse for the month of April. Residents attending a meeting should ring the doorbell to enter the firehouse, then proceed directly to the elevator to access the second floor.

“We appreciate the public’s patience and cooperation while this work is underway,” said City Manager Brian
Shea. “I would like to extend our thanks to Commissioner Michael Kopy and Captain Clyde Pitts for providing us additional space at the Locust Ave. firehouse while construction at City Hall progresses.”

City Hall basement offices, including the building and planning departments and the assessor’s office, have been operating remotely and closed to the public since March, but are expected to reopen later this month once construction reaches “substantial completion.”

As construction shifts to the main floor, residents and professionals are strongly encouraged to submit applications, documents, and other materials electronically, as the following departments will be impacted.

Office of the city clerk:

  • All insurance claims must be submitted to and stamped by the legal department, located on the third floor of City Hall.
  • Dog tags and Rye Town Park off-leash permits will be processed and mailed as soon as practicable.
  • For permit applications, a secure drop box for physical permit applications is available on the third floor of City Hall. Once the basement of City Hall is reopened, document drop-off will return to the Building Department.
  • Marriage license appointments will not be available during the month of April, but can be obtained through other local clerk’s offices, including the Town of Rye, Town of Harrison, and City of White Plains.

Finance department:

Property taxes and parking ticket payments can be made online. Physical payments may be placed in the secure drop box located outside the City Hall parking lot entrance.

Personnel office:

The city asks all inquiries be directed to hr@ryeny.gov or 914-967-7279. Any required paperwork for document submissions may be placed in the designated personnel mailbox in the city manager’s office on the third floor of City Hall.
