City code complaints and traffic stops rose sharply in January and February compared to the same months a year earlier, according to data from the Rye City Police Department.
There were 36 city code complaints this February, a 177 percent increase from just 13 complaints in February 2025. From these 36, police issued 11 warnings and 22 summonses. In January, there were 32 city code complaints, up from 18 in January 2025. Police issued 15 summonses and 14 warnings stemming from the complaints this January.
City code complaints include non-leaf blower city code incidents, such as construction complaints or off-leash dog incidents.
Traffic stops saw a sharp increase of 80 percent, with 299 this February compared to 166 in February 2025. January traffic stops increased by a third, from 208 to 278.
There has only been one police pursuit this year, a decrease from three total in the first two months of 2025.
Four February arrests were made, all for people allegedly driving a vehicle without a proper license: Erik Sanchez, 32, on Feb. 2; Thomas Arciuolo, 43, on Feb. 12; Mohamed Diallo, 24, on Feb. 14; and Hoai Nguyen, 48, on Feb. 17.
This January, police made nine arrests, up from three in January 2025. This year’s first arrest occurred on Jan. 2 when officers arrested Jaynice Almonte, 21, for allegedly driving a stolen vehicle. Officers tracked her down driving southbound on Boston Post Road through Rye.
Gabriel Morales, 34, was arrested on Jan. 5 for allegedly driving a vehicle with a suspended registration.
Julian Iraheta, 44, was arrested on Jan. 6 for allegedly operating a vehicle with a suspended license. He had at least three previous suspensions on his license already. Andrew Huyhua, 22, was arrested on the same day on the same charge.
Joao Gabriel Caetano De Sa, 26, was arrested on Jan. 7 for an allegedly illegal entry of a dwelling on McCullough Place in Rye. Charles Altamura, 63, was arrested on the same day for allegedly operating a vehicle without a license.
Andrew Petrosky, 51, was arrested on Jan. 15 for allegedly driving a vehicle without a license.
Tara Birkinshaw, 50, was arrested on Jan. 29 for allegedly fleeing the scene of an accident where someone was injured without showing her license or identification. Glenn Aharoni, 69, was arrested the same day for allegedly driving a car without a license.
