Crime Trends: City Code Complaints, DWI Arrests Increase, Data Shows

December arrests include two drivers allegedly operating vehicles while intoxicated.

City code complaints and DWI arrests rose sharply in December 2025, compared to December 2024, according to data released this February by the Rye Police Department.

City code complaints rose to 17 incidents, up from nine last year, an 89 percent increase. There were two additional DWI arrests in December, up from zero in December 2024.

Officers made eight arrests in December, up from seven during the same period in 2024.

Guillermo Martinez-Echeverria, 31, was arrested on Dec. 2 for allegedly attempting to choke his girlfriend’s ex-boyfriend after breaking into his Elizabeth Street residence in Rye. Vyacheslav Istomin, 40, of Rockland County was arrested on Dec. 7 for allegedly driving while impaired by drugs. Susan Marie Siciliano, 37, was arrested on Dec. 16 for allegedly making thousands of unauthorized purchases with her former employer’s Amazon Prime account.

Additional arrests were made in separate incidents of drivers allegedly operating vehicles without a license: 31-year-old Daniel Massa on Dec. 1, 34-year-old Jenna Wood on Dec. 5, and 28-year-old Edwin Escobar-Izaguirre on Dec. 18.

Robert Thornton Haile, 45, was arrested on Dec. 22 for allegedly driving under the influence of drugs, and Christian Ghiggia, 42, was arrested for allegedly driving without a court-ordered breathalyzer.

Traffic enforcement also rose. Police conducted 134 traffic stops, up from 119 last December, marking a 13 percent increase. Calls for service followed a similar pattern, climbing to 2,574 calls, compared with 2,399 a year earlier, a 7 percent rise.

Police reported no use-of-force incidents or pursuits in December.
