Shea's $260,000 annual salary ranks third among municipal managers in Westchester County.
The permanent city manager position, which oversees the day-to-day operations of city government, was advertised on multiple job boards and websites for about a month and drew between 26 and 30 applicants.
The City Council is being aided by the consulting firm Pracademics, which was hired in March.
The council appointed Brian Shea as an interim replacement for Usry in March. There is an ongoing search for his permanent replacement.
Shea is expected to remain in the interim position for several months as the city navigates finding Usry's successor.
Usry will leave after more than five years on the job, having taken over on an interim basis in October 2019.
While a council-manager is the most common form of local government, it differs from the system of most large cities like NYC and LA, which function under the mayor-council structure.
