A Harrison moratorium could potentially block the 67 Grant Ave. development near the Beaver Swamp Brook, an area linked to numerous floods.
Council members agreed that further study was necessary to best protect the Central Business District, while maintaining that a moratorium could still be an option down the road.
The City Council heard arguments from developers and land use attorneys -- who suggested grounds for legally challenging the moratorium proposal.   
The moratorium proposal is intended to give the council time to evaluate whether the city’s current zoning laws should be amended to preserve aspects of the community’s character.
