As of May 1, city joins about 70 other New York communities with bans or restrictions aimed at reducing noise and pollution.
The biggest component of the proposal is turning the former Thruway property into a massive sports complex, something advocates say the school needs.
The race for the 91st state Assembly District was called with Otis declaring victory by a wide margin, 61 percent to 39 percent – in a matchup of Rye residents.    
Otis said his campaign was focused on his record and experience. He declined to comment on Manger, saying “I know very little about her.”
