Employees’ contribution to health will remain capped at 4% of salary, and then the cap will increase to 5% of salary beginning July 1, 2013. The recession has taken its toll on the CSEA. When negotiations began in 2011, the union comprised 15 workers. Now there are nine members of the unit. The new agreement is considerably less generous than the preceding one.
